Threat 3 Tempered Investigations. Those are what give you Sealed Feystones which have the best chances; still really low though. So basically Tempered Elder Dragons, Devil Jho, Seething Bagel, and I think Rajang along with Gold Rathian and Silver Rathalos but I haven't found an investigation with a tempered version of those three yet so I am not fully sure.

I got a plus 2 attack jewel rarity 6, while wearing 3 pieces of lagania armor (for the better rewards boost) I got it from doing this week 6 star Event quest. It’s a pretty easy and fast quest. Hope this works for you.
