By 1961 Timex designed a new movement of its own design, the "21" Jewels. Have a look at the lower row. With the exception that one dial has "21" and the other "400", they have the same design. In fact the 21 series used the same case and case back as the 400 for the first two years (1961 - 1962). You may often find a 21 with a 400 case back.

The 400 is dropped for the 21. Timex developed the 21 jewels movement and thus was the end of the 400. The cases are the same and the one 400 actually has a 21 movement inside.
